The feasibility study for the construction of a marine passenger terminal was approved by more than 30 ministries and departments of the Russian Federation.

- The project feasibility study was approved by a resolution issued by the Federal Agency of Marine and River transport based on a report by Glavgosekspertiza.
- In accordance with decree № 70 dated April 7, 2005; the Head of the Natural Resources Management Service (a branch of the Ministry of Natural Resources) adopted the expert report by State Ecology Expertise as the feasibility study of the construction of the marine passenger terminal.

The feasibility study included four volumes dedicated to environmental impact issues, an environmental impact study, and the environmental impact statement. All of these documents were prepared during the project's preliminary stage.

The Federal Water Supply Agency, which administers the water supply of the Neva River and Lake Ladoga water basins, granted a water use license to the Perspektiva company. The license contains an appendix that mandates specific environmental protection requirements on water use including:

- That water quality will be monitored and maintained
- The dredging and land reclamation works to be implemented according the terms stipulated by Rosselhoznadzor (The Russian Federal Agency for Veterinary and Phytosanitary Supervision) of St. Petersburg and Leningrad Region.
- Any damage to the watershed and its natural resources will be mitigated during construction and later restored. Construction will be coordinated with and monitored by required agencies. The construction plans list environmental protection issues related to specific plans that will be implemented during the course of the construction of the marine passenger terminal.

The primary contractor, ZAO Transstory Engineering Company, has numerous permits, including industrial and usage waste disposal. These permits were approved by Rostehnadzor (Russian Federal Service for Ecological, Technical and Atomic Supervision).

The Konto auditing company is coordinating environmental and technical supervision, as well as monitor environmental conditions during the dredging works, the construction of the marine passenger terminal and the land reclamation work on Vasilievsky Island. Meteorological and hydrological control is conducted every two weeks. 
Konto works closely with prominent special-purpose organizations for conducting the following types of studies: chemical research, sanitary and bacteriological investigations, meteorological and hydrological studies, and fishery analysis. Most notably Konto is working with:

- The State Scientific and Research Institute of Lake and River Fishery (FGNU GosNIORH) will conduct nine fishery surveys from 2005-2007 in order to estimate the condition of fish population and other living organisms in the water body by the construction area.

- The State Hydrological Institute performs fortnightly hydrological surveys, including the surveys for defining the directions and speeds of water currents. The Institute also collects samples of bottom soils, surface and near-bottom waters and performs analysis and scientific integration of the data related to ecological conditions of the Neva Bay.

- ZAO Ecoproekt collects and decodes satellite photos of the construction area in order to determine the distribution of the concentration of suspended materials.

- ZAO Monitoring Company and the certified Mendeleev Centre of Chemical Research (VNIIM) will perform laboratory tests on water, air and bottom soil samples (there will be more than 22 tests taking into account 60 various physical and chemical values) during the dredging and land reclamation work.

By having strict environmental monitoring and supervision of the construction process we aim to:

- Monitor the environmental impact and comply with the norms and regulations that limit the hazardous impact of the project on the environment;
- Determine the actual environmental impact on the water and aquatic life in the area of construction, and perform a comparative analysis of the planned and actual environmental impact on the water;
- Meet to the project norms and regulations related to the hydrological works (dredging, dumping of soil);


Every month the Konto auditing company provides records regarding the preliminary results of the conducted surveys to the client and state organisations that are supervising construction. At the end of the year the company issues a detailed report on the results of construction and environmental protection that took place at the construction area. The data collected during environmental monitoring are used to determine the damage done to the environment and the amount of compensation that needs to be paid to the federal budget of the Russian Federation in accordance with current legislation.
