The marine passenger terminal construction project is implemented within the framework of a public-private partnership. The dredging of channels, port basin as well as construction of customs stations and approach channel is funded by the federal budget of the Russian Federation.

Land reclamation, construction of the buildings and facilities of the marine passenger terminal are financed by private equity.

The amount of federal budget financing allocated for dredging work in 2005 came to 600 million roubles, and the figure for 2006 increased to over 2.6 billion roubles.
